SPECIAL MEETING

A Special Meeting of the Town Board of the Town of Hartland was held on December 28, 2012 at 7 p.m., at the Hartland Town Hall, 8942 Ridge Road, Gasport.

Supervisor Annable gave information on a recent discussion of solar farms.  Sunshare is the company that has approached the Town for possible construction.  The cost is approximately $ 1000.00 per acre/ year.  The company is looking at 12 acres from the cell tower heading south.  Attorney Seaman is looking over the proposal.

Executive Session

RESOLUTION 132-2015

MOTION by Councilman Snyder, seconded by Councilman Gross to enter into Executive session at 7:10, to discuss litigation in the case of Terry Mandaville and the Town of Hartland.

RESOLUTION 133-2015

MOTION by Councilman Reed, seconded by Councilman Snyder to return to Regular session at 7:15.

No final determination was made.

In response to the concerns a recent jury trial and the increase in court cases over the past years, there is an interest in building a larger court room, with a separate entrance.   Some of the concerns are as follows:

  • There are no accommodations for the separation of inmates and jury
  • Lack of a holding room
  • Need for a separate entrance for inmates to enter
  • Court room space is minimal due to increase in the number of cases and attendees
  • Court room chairs are not secure as they do not interlock, as per regulation.
  • Courtroom security device has been placed in the hallway of the Town Hall
  • Rest rooms are not handicap accessible and cannot be updated since there is no basement beneath.
  • Need to have temperature controlled records room for court documents.

Supervisor Annable has spoken to Bernie Rotella, Grants writer to search for any available grants monies, as well as Casino monies. There are facilities grants which could cover up to 70%; Court grants can be awarded which can be $ 30-35000.00, along with some matching funds. The Town should not have to use reserves. 

The first step in the process, before we can proceed is to have plans for the new addition.  Supervisor Annable has received two quotes from architects for the project.

 Charles Dahlke - $ 1750.00 and Sandra Heiser - $ 4700.00.

MOTION by Councilman Snyder, seconded by Councilman Reed to employ Mr. Dahlke to draw the plans and estimate the costs.
