SPECIAL MEETING

JUNE 21, 2016

A Special Meeting of the Town Board of the Town of Hartland was held Tuesday, June 21, 2016 on at 6 p.m., at the Hartland Town Hall, 8942 Ridge Road, Gasport.

Supervisor Annable introduced Joe Hickman, Sales Manager for Modern Corporation.

Results of the Refuse & Recycle bid were distributed to the Board members:

Modern Base Bid: $ 160.95/ unit
Alternate:  $ 143.25/ unit with $ 3.50 per tag
Waste Management Base Bid:  $ 189.36/ unit

Alternate:  $ 185.16/ unit with $ 2.50 per tag

It was decided that Modern, having met all of the specifications of the bid, would be awarded the contract.  Mr. Hickman stated that Modern contracts with the City of Lockport using refuse carts and will be working in the Town of Lockport in 2017, also on the cart program.  He suggested that the Town survey the residents and offer a combination of sizes so that residents could choose which size would be appropriate for their household.  The carts could be the same blue color as the recycle carts and have a different color lid.  The schedule is expected to run the same as our current one, with alternating weeks for recycle pick up.  Modern will send out one recycle and two garbage trucks each week and once a month there will be a large item pickup.  The trucks are fully automated, with jaws to grab and dump the carts.  Board members had some questions pertaining to what type of contents, how heavy and how to prepare items to be placed in the new carts.  All issues being resolved, it was decided to choose the Alternate bid option using the wheeled roll out carts.

RESOLUTION 72-2016

MOTION by Councilman Snyder, seconded by Councilman Hill to award the Refuse/ Recycle bid to Modern and to accept the Alternate bid option for wheeled roll out carts.

Ayes: Annable, Snyder, Reed, Hill    Nays: Grant     CARRIED

Matthew Snell, coordinator for the July 4th celebration, gave an update on the progress of the events to be held in Hartland Park.  Snell was interviewed live on WLVL, answering questions concerning the event schedule and particulars.  He also stated that there would be an ad in the Sunday paper on June 26.  Everything is on schedule and he also wanted to thank Keith Hurtgam and the Highway crew for all the work done, especially the parking area, where everything was rolled and leveled. 

Snell felt that there is a need for more seating and shelter from the weather, the committee has rented one 20 x 40 tent with chairs and tables and he asked if the Town would be willing to donate the cost of another tent.  Ross Rental has offered a 10% discount with free setup and delivery for $ 476.50.  The Board unanimously agreed to donate $ 500.00 to the celebration and suggested that if the event continues to be in Hartland, then the Town will incorporate this into the budget for next year.

RESOLUTION 73-2016

MOTION by Councilman Snyder, seconded by Councilman Hill to donate $50.00 to the July 4th Celebration Committee for the rental of a tent, table and chairs.

MOTION by Councilman Snyder, seconded by Councilman Reed that since there is no further discussion to come before the board, the meeting be adjourned at 7:08 pm.
