The regular meeting of the Town of Hartland, County of Niagara, State of New York, was held on the above date at the Town Hall, 8942 Ridge Road, Gasport convening at 7:30 p.m.

MOTION by Councilman Reed, seconded by Councilman Hill to adopt the minutes of the May 14, 2015 Special meeting as presented.

HIGHWAY REPORT:                                 Read and filed

Superintendent Hurtgam reported on the results from the Tire and Recycling Drop off event.  There was a charge this year for the CRT items, so the cost was higher than last year.  The volume was about the same.  Beginning this month there will be a monthly recycling day for residents, at the Highway garage.  Every fourth Tuesday of the month residents will be able to drop off 4 items per residence between the hours of 8 am and 3 pm.  Supervisor Hurtgam suggested that next year we run the recycling program the same as the tire drop off, with a limit of items per household.  Hurtgam believes that eventually the electronics will be cleared out.

Superintendent Hurtgam asked to go to bid for a dump body and plow equipment for the government truck.  The purchase has saved the town around $ 100,000.00. 

RESOLUTION 94-2015

MOTION by Councilman Hill, seconded by Councilman Snyder to grant permission to Superintendent Hurtgam to go to bid for a dump body and plow equipment.

WATER REPORT:                                       Read and filed

Worked with NY Rural Water to GIS and locate 700 curb boxes, which account for one half of the Town.  Plans to finish the mapping will continue next spring.  Hurtgam reported that the water loss is down from 16.33 % to 2.67 %, which leads him to believe that the County meters were not reading correctly.

ASSESSOR / CEO REPORTS:                   Read and filed

CEO Hartman was not present, however, Supervisor Annable reported on the progress of the property on South Quaker Road, belonging to Ricky Flor.  Mr. Flor was given one week to have the trailer taken off his property, it has now been a month and the trailer is still there.  Supervisor directed the CEO to issue a ticket for noncompliance.

PUBLIC PARTICIPATION:                                   

Tom O'Connor addressed the Clerk as to how the newsletters were addressed, if by owner or occupant.  He has noticed that apartment houses seem to be putting recyclables and tires out for garbage and perhaps they are not receiving the newsletter.  Clerk Boyler explained that we use the address database from our water program and have added a list with Village residents and those who have well water.  This year the newsletters were sent to Resident.

Supervisor Annable stated that the questionnaire concerning garbage totes showed that 60% of those who answered were in favor of the totes.  He then asked those present for their opinion. 

Carol Drum, George Brown and Timothy O'Connor all agreed that they were in favor.  Councilman Snyder stated that eventually the garbage trucks will have arms to lift the totes directly into the dump body.  He likes the appearance of 2 totes as opposed to several small cans on the day of collection.

OLD BUSINESS:                                                     

Supervisor Annable reported on the wind turbines.  It was decided to schedule a work session with United Wind to discuss the options and placement.  Date set for meeting is Saturday, June 27, 2015 at 9 AM.  Clerk Boyler will advertise said meeting.

Superintendent Hurtgam has requested to amend the Parking Local Law.  Hurtgam has requested to change the Law to remove the wording from:  no parking from 2 am until 7 am and replaces it with: no parking during the winter months on any roadway.  The past winter had extreme amounts of snowfall and people were parking by the white lines on major roadways, making it difficult to properly and safely plow the roads.  Local Law was given to Attorney Norris to review, rewrite and introduce at the next scheduled board meeting.

Supervisor Annable commended Mike Norris and the Town of Lockport for their work on bringing and hosting the Vietnam Traveling Wall.  The Wall will be on display for 4 days, with several ceremonies honoring our Veterans during that time.  The Wall is an emotional and fitting tribute to all the lives lost during the Vietnam War.  The Town of Hartland honors all the men and women who have served and are presently serving in the Armed Forces.
