SPECIAL MEETING

APRIL 7, 2016

A Special meeting of the Town of Hartland, County of Niagara, State of New York, was held on the above date at the Town Hall, 8942 Ridge Road, Gasport convening at 7:00 p.m.

Supervisor Annable stated that the Town is all set with insurance for the July 4th celebration.  The Gasport committee has also obtained the insurance that is required.  Mr. Kempton has agreed to allow parking on his field at the park; this should accommodate around 500 cars.  The concern is for off street parking, with reserving one side of Wruck Road for vehicles, leaving the other side free.  Discussion of asking Toad Hill Farm to allow parking with shuttle rides running to the event.

Matthew Snell and Jeff Brown gave a brief recap of the plans and some changes that have been made since the last meeting.

The details of the parade are not finalized, so the time schedule is not solid.  The events will most likely begin at 3:00 at the park.  There are around 10 vendors at this time, but the Lion’s no longer provides a chicken BBQ, so that might be something that the Fire Co. might be interested in.  All vendors must provide their own insurance certificates.

The one change is for the fireworks, the original location has been moved to south of the trail where the Bicentennial fireworks were set up. 

The committee will need a flatbed for the bands since the City of Lockport has already contracted the stage.  It was suggested that perhaps Superintendent Hurtgam could construct a stage. 

Supervisor Annable advised that the committee meet with the Fire Co. as soon as possible so that they can make all the necessary arrangements.  Councilman Hill stated that Matt Snell attend the meeting tonight at the Fire hall. 

It was discussed that there are concerns about problems that could arise from people bringing alcohol.  There would be restricted areas which would be clearly posted as alcohol free kid zones.  The ball fence could be used as a barrier to the nature trail in order to prevent problems in that secluded area.

The County had previously provided the trash receptacles at the Royalton Ravine, so the Supervisor suggested that perhaps, the committee should contact the County to provide the cans for this location.

Supervisor Annable stated that the lights could be turned on after the fireworks to help with the traffic leaving the park.

With all issues being discussed, resolved and with all in agreement the following motion was made:

July 4th Celebration

RESOLUTION 42-2016

MOTION by Councilman Reed, seconded by Councilman Grant to approve the request of the Gasport Committee to hold the July 4th Celebration at the Hartland Town Park

Councilman Snyder stated that in the Town of Somerset, they are considering not picking up tires due to the increase in cost from Modern.  Superintendent Hurtgam has contacted Modern and should have a firm price within the week.  The Town has now set a limit on the number of televisions that a resident may recycle to five per year, this includes the recycling event.  The monthly electronic drop off will resume in June and run until January.

Refuse

This is the end of the third year on our refuse contract with Waste Management; we have the option to extend the contract for an additional three years.  Supervisor Annable has spoken with General Manager, Mike DeClerk to discuss the price.  Waste Management would have to raise the cost per unit to $ 192.00 to continue with the same service.  It was decided to go to bid.  The bid will state two options: 

  1. Regular trash pick- up with individual garbage cans.

  2. Purchase and distribute garbage carts / cost per unit

It is recommended to begin using the cart system for garbage in the hopes of encouraging residents to recycle more.  There are currently no grants to help with the cost of purchasing the garbage totes.

Health Care Consortium

Supervisor Annable attended a meeting to update the health care consortium project.  There is a large amount needed up front if the Town should decide to enter into the agreement.  Currently  Niagara County has their own program and they are not interested in entering into the consortium, if they do not participate, then the program is not profitable.

Civil Service Titles

Clerk Boyler gave explanation to the Board members that Civil Service had been requesting that the Town make changes in the positions at the Town Hall.  They have directed us to rectify a situation of two part-time positions which was given full-time status.  There are only certain full time positions that Civil Service will approve in order to verify the payroll. Clerk Boyler asked the Board to approve four motions in order to comply with Civil Service directives.

Full time Deputy Clerk position

RESOLUTION 43-2016

MOTION by Councilman Hill, seconded by Councilman Snyder to approve the position of a Full time Deputy Clerk to the Town Clerk’s office.

Appointment of Judith Slabyk

RESOLUTION 44-2016

MOTION by Councilman Reed, seconded by Councilman Snyder to approve the appointment of Judith Slabyk to position of Full time Deputy Clerk, effective immediately.

Appointment of Confidential Secretary

RESOLUTION 45-2016

MOTION by Councilman Snyder, seconded by Councilman Grant to approve the appointment of Audrey Jones to position of full time Confidential Secretary to the Supervisor.

Salary of Confidential Secretary

RESOLUTION 46-2016

MOTION by Councilman Grant, seconded by Councilman Hill to adjust the hourly rate for Confidential Secretary to $17.00 per hour.

Town Cemeteries

Supervisor Annable read a letter from Mike Mianno, a member of the Historical Society, concerning the condition of the LeValley Cemetery on Pearson Road.  William Taylor, a past notable Hartland citizen is buried there, and the gravesite is on the National Historical Register.  He will be addressing the Board to request that the Town make some repairs to the stones and fence.

Water Fee

It was brought to our attention that the Town of Wheatfield assesses a penalty to all unpaid relevied water accounts to the tax bill.  The Supervisor asked the Board to consider a similar proposal.  He will ask Attorney Seaman to give advice.  This would require an amendment to the Local Law.

With all concerns being heard the meeting was adjourned at 8:30 pm
