The regular meeting of the Town of Hartland, County of Niagara, State of New York, was held on the above date at the Town Hall, 8942 Ridge Road, Gasport convening at 7:30 p.m.

RESOLUTION 32-2016

MOTION by Councilman Reed, seconded by Councilman Hill to adopt the minutes of the February 11th and 18th meetings as presented.

HIGHWAY REPORT:  Read and filed

Hurtgam reported that we have until August 2016 to purchase 400 ton of salt to meet our quota for the season.  There is room for 200 ton in our salt shed, so we will have to store the other 200 in another Town.  All of the potholes in the Town have now been patched.

Discussion as to the conditions of the older trucks ensued.  Hurtgam would like to take one of the smaller army trucks and convert it into a hot patch truck.  The cost for this would be $75,000.00, so it would have to be bid out.  Superintendent Hurtgam requested permission to go to bid for the hot box.

MOTION by Councilman Hill, seconded by Councilman Reed giving permission to Superintendent to go to bid for a dump body for truck # 10.

March 10, 2016

Discussion of the 5 year plan for the Water Department includes a purchase of a compact track loader for 2016.   There are 2 options available; #1 – go to auction and for $750.00/ year the machine would be new;  #2 – use the Bobcat Trade –In Program, which would cost $2500.00 a year. It was decided that option #1 would be the best choice.

MOTION by Councilman Snyder, seconded by Councilman Grant to purchase the T650T4 Bobcat Compact Track Loader for $51,250.80 under State Bid #PC67141, Award # PGB22792.

Electronic Waste and Tire Drop Off Day

RESOLUTION 37-2016

MOTION by Councilman Hill, seconded by Councilman Reed to set the date of May 20 and 21, 2016 for the annual Tire Drop Off.

ASSESSOR / CEO REPORTS:  None

Assessor Hartman reported that he has been busy with sales and exemptions.  He has done assessments as requested.  He will be attending the Building conference next week and will be out of the office.

PUBLIC PARTICIPATION:        

Susan Grant, representing the Johnson Creek Senior Citizens, along with several members, thanked the Board for the support and monies for their group.  They reported that their group has grown to around 140 members.  Supervisor Annable acknowledged the contribution that the group gives to our community. 

James Haight also thanked the Town Hall for allowing the Gasport Legion to display and sell tickets for the annual quilt raffle.  Funds from the sale help to sponsor the scholarships for the youth.

Darin O’Shea questioned whether there had been any decisions made about Hartland hosting the 4th of July celebration. Supervisor Annable said that the County had extended the deadline until

Mid-April.  The Town has requested that the committee purchase an insurance policy for the day.  The other concern for the day is parking for the fireworks.  Many people will come just for the fireworks and the surrounding roads do not have enough lighting.

OLD BUSINESS:  none                                                                                         

NEW BUSINESS:                                                                        

Tyler Guild from the Middleport Baseball and Softball League came before the Board to give the news for the upcoming season.  The League now includes Middleport, Lyndonville, Medina and Somerset, with about 200 kids participating.  All home games will be held at the ballpark and May 7 is the opener.  The All-star game will be held the end of June.  Mr. Guild will attend the next Recreation Committee meeting.

Dog Control Officer, Joel Winters, had requested that the Town enter into an Inter-Municipal Agreement with the Town of Royalton.  This would allow both DCO’s to assist, whenever necessary, with any situation which may arise with the duties of the job.

MOTION by Councilman Snyder, seconded by Councilman Reed to enter into an inter-municipal agreement with the Town of Royalton for Dog Control.

MOTION by Councilman Hill, seconded by Councilman Reed to approve the 2016 schedule of events for the Hartland Volunteer Fire Co.

Supervisor Annable received the resignation of Nancy Forness from the Board of Assessment Review, due to health problems.  Assessor Michael Hartman has recommended that Jeanette Frazier be appointed to that position.

RESOLUTION 40-2016

MOTION by Councilman Snyder, seconded by Councilman Reed to appoint Jeanette Frazier to the Board of Assessment Review.

Clerk Boyler will send notice of appointment to Mrs. Frazier.

Supervisor Annable stated that the notice has been advertised for the summary of the 2015 budget.  Anyone wishing to view or obtain a copy may do so during the regular business hours of the Town Clerk’s office.
