A Work Session was held on the above date at 6:00 PM, at the Town Hall, 8942 Ridge Road, Gasport.

Present were: Supervisor Annable, Councilmen: Grant, Reed and Hill

Others present: Attorney Dan Seaman, Superintendent Hurtgam, Firemen; Archie Ames, Jay Josey and Kim Wilson

The topic for discussion was the proposal to hold the 4th of July celebration at the Hartland Town Park.  The celebration has been held in Royalton; however, the committee feels that the celebration has outgrown the venue.  Matthew Snell had originally spoken before the Board, was unable to attend tonight’s meeting, but had been in contact with Supervisor Annable.

Supervisor Annable has spoken with First Niagara Insurance and they have given an approximate cost for a one day rider of $300-500.  First Niagara and Attorney Seaman have both recommended that the Committee also secure an insurance rider for the day.

Officer Swick has voiced his concern for any alcohol or drug related problems for that day.  He would like to see the celebration with a later start in the day to deter from those persons consuming alcohol for longer periods of time.  He would also like to see that the nature trail be constantly monitored throughout the day.

The parade would still be held in Gasport at 2 pm. The parade would be contained to the Village of Gasport because of traffic limitations.  Vendors would be set up at the Park early in the day, and there is a possibility of an early morning softball tournament at the Park.  Law enforcement would be directing the traffic at the parade which leaves the responsibility to the committee for security at the park during that time.

Archie Ames spoke for the Fire Co.  and stated that he did not feel that it would be a problem with asking for assistance from neighboring fire departments.  Manpower for parking and traffic direction would be supplied by the fire co.  Archie asked if it would be advisable for the Fire Co. to purchase a one day ride for insurances.  Supervisor suggested that it would be good especially if they would be serving food.  Ames expressed an interest in a waterball competition.  Superintendent Hurtgam suggested setting up the poles behind the fire hall where the grass is always soft, this would deter from those wishing to park on the grass.

Councilman Grant, who belongs to Tri-Town said that the ambulance crew would be available for the celebration.

Attorney Seaman highly suggested that the committee should be an actual organization.  He also suggested that the Town draw up a lease agreement with the committee.

Supervisor Annable will meet with Matthew Snell and Jeff Brown to resolve some of the concerns expressed. Everyone was in agreement that if the issues of insurance and parking can be resolved, then it will be approved.
