MOTION by Councilman Reed, seconded by Councilman Gross to adopt the minutes of the January 8, 2015 meeting as presented.

MOTION by Councilman Snyder, seconded by Councilman Hill resolved that the following bills, as prepared by the Clerk and having been reviewed by the Town Board, be authorized for payment in the following amounts:

HIGHWAY REPORT: Read and filed
Superintendent Hurtgam reported on salt use and the status of the DEC permit from Soil and Water.
Hurtgam reviewed all bids for Lowbed Trailer, explaining that the lowest bids from Vantage Equipment did not meet all the specifications, so it was recommended that Etnyre, whose bid was next lowest and met the specifications of the bid, be accepted.
One New and Unused 2015 or Newer Model Year 35-ton Capacity Lowbed Trailer
RESOLUTION 32-2015
WHEREAS, sealed bids for a New and Unused 2015 or Newer Model Year 35-ton Capacity Lowbed Trailer were publicly advertised, and
WHEREAS, four bids for a New and Unused 2015 or Newer Model Year 35-ton Capacity Lowbed Trailer have been received and considered, and
WHEREAS, the bid documents contained the provision, at the Town's option, of decking on said trailer, and

WHEREAS, the proposal of Vantage Equipment LLC is non-responsive because it does not meet the specifications in regards to the gooseneck support cylinder and hydraulic lift cylinders, and did not respond to the specification for the NY Strobe amber light package, and
WHEREAS, the lowest responsible bidder is E.D. Etnyre & Co., both with and without the decking option, and that it submitted a responsive bid,
NOW, THEREFORE, BE IT RESOLVED THAT, the bid of Vantage Equipment LLC is rejected as non-responsive to the specifications, and
BE IT FURTHER RESOLVED THAT, the bid of E.D. Etnyre be accepted with the decking option, in the amount of $68,052.00 and that a Notice of Award be made by the Superintendent of Highways.

As per January 8, 2015 approval, Town will advertise for bids on a boom mower for the John Deere tractor.
Supervisor requested a work session to discuss the LIME Energy project and possible wind energy.
Hartland is now registered as a NY State Collection Site for electronic recycling. The location of the site will be 3542 Wruck Road, registration number is # 01088. The electronic waste will be collected by SunnKing NYS #00002. Annual reports will be filed with NYSDEC, Hartland's first report will be due March 1, 2016. Supervisor Annable appointed Superintendent Keith Hurtgam as the primary contact person. Hurtgam reported that the first drop off date will coincide with the annual tire drop off.
NEW BUSINESS:
Proclamation for Jack McQueen
Hartland resident and WWII Veteran, Jack McQueen was recently honored by the French Government for his aid in liberating the French people during WWII. It is with honor and thankfulness that the Town of Hartland recognizes Jack for his service. Several members of the Gasport American Legion Post #1253, as well as friends and family were in attendance for this presentation. All enjoyed cake and congratulations following the meeting.

Whereas, Jack McQueen, a Hartland native, having helped with the liberation the French people during World War II and earning the high honor of the Bronze Star and,
Whereas, Jack McQueen has been recognized by the French Government with one of the highest honors and was presented with the Legion d`Honneur Chevalier medal and,
Whereas, Jack McQueen came back to his hometown and worked for the United States Postal Service for 30 years, and

Whereas, Jack McQueen has given of his time serving his community as a volunteer for the Meals on Wheels program, a member of the Gasport American Legion Post #1253, the Hartland Historical Society, as well as an active member of the Hartland United Methodist Church, and
Whereas, Jack is devoted to his family, caring and nurturing, giving wisdom and love, and
Whereas, Jack is a true gentleman, humble and honest, a true Patriot and friend to all, and
Now, therefore, be it resolved that the Town Board of the Town of Hartland recognizes our own Jack McQueen, a true American hero and offer our congratulations and sincere appreciation for all of his many accomplishments,
And be it further enacted that the Clerk of the Town of Hartland, Cynthia S. Boyler, be directed to transmit an appropriate copy of this Resolution to the Supervisor of the Town of Hartland.

Said local law, Section 66-3 - Habitual loud howling or barking, Section 66-4 General regulations and restrictions, Section 66-8 - Number of dogs permitted, and Section 66-9 - Enforcement.
